What is an Energy Performance Certificate?
The Energy Performance Certificate is an important document in Austria for assessing the energy efficiency of buildings and has been mandatory since December 1, 2012, for sellers or landlords of apartments or houses.
It uses red, yellow, and green bars, along with ratings from A++ to G, to evaluate the heating demand, that is, the amount of heat required to maintain rooms at a normatively defined indoor temperature, without considering any potential heat recovery gains.
It provides information on how energy-efficient a building is and identifies possible areas for improvement. The Energy Performance Certificate is mandatory for both residential and commercial properties and is valid for 10 years, after which it must be renewed.

Regional Differences
Each federal state has its own regulations and requirements for the Energy Performance Certificate. It is therefore advisable to find out about the specific regulations of the federal state in which the property is located. These may concern, for example, different validity periods, requirements for issuers, or specific local funding opportunities.
For Vienna, the Vienna Building Code 2023 (WBTV 2023) entered into force on February 22, 2024, under State Law Gazette No. 14/2024. It uses the current edition of OIB-Richtlinie 5, Mai 2023 as the basis for calculating the Energy Performance Certificate. These regulations are based on the Energy Performance Certificate Submission Act (EAVG 2012).

Why is the Energy performance certificate important

How much does an energy certificate cost?
Die cost of issuing an energy performance certificate in Austria can vary and depends on several factors such as the type and size of the property, the effort required for data collection and analysis, as well as regional differences ab.
To ensure that the calculated values for the property are reliable, the property must be inspected on site, the plans reviewed, and the property’s history discussed with the owners. Calculation based solely on largely automated methods using construction or submission plans often results in inaccurate data or only superficial assessments. Nevertheless, such approaches continue to be offered, primarily for cost reasons.
The cost of an energy certificate can therefore range from a few hundred to over a thousand euros, depending on the circumstances.

Must every building have an energy certificate?
As a rule yes, but there are exceptions.
What are the exceptions regarding the energy certificate?
Exemptions from the energy certificate requirement apply to certain buildings. These include:
- Buildings without heating that are merely kept frost-free.
- Very small detached buildings with a total usable area of no more than 50 m2.
- Residential buildings used on a limited-time basis, such as allotment garden houses or holiday homes, with an energy demand of less than one-quarter of that required for year-round use.
- Buildings slated for demolition, if demolished within three years of purchase.
- Temporary buildings with a service life of less than two years.
- Buildings used for religious purposes.
- Industrial facilities, workshops, and agricultural buildings where only waste heat from the interior is utilized.
What happens if no energy certificate is presented?
If a valid energy performance certificate is missing, a fine of up to €1,450 may be imposed. If no certificate is presented at the time of contract conclusion, the overall energy efficiency typical for a building of its age and type is considered agreed upon (§7 paragraph 1 EAVG). If the certificate is not provided despite a request, its submission can be legally enforced, or the buyer or tenant may obtain it themselves (§7 paragraph 2 EAVG). Any incurred costs may be claimed in court.
What does the overall energy efficiency factor mean?
The overall energy efficiency factor (fGEE) in the energy performance certificate reflects the energy efficiency of the entire building, including building services. It describes the efficiency ratio of the building compared to a reference building. Values less than 1 indicate that the building, including its technical systems, is more efficient than the reference object. Values greater than 1 indicate that the building is less efficient than the reference building.
Is an energy performance certificate mandatory for a house?
Yes, in Austria, an Energy Performance Certificate (EPC) is mandatory for residential buildings. This requirement applies to both new and existing buildings. When selling or renting a property, the EPC must be provided to the prospective buyer or tenant.
